Explanation: Project will strengthen the Sacramento Internet Crimes Against Children (ICAC) Task Force’s digital forensic laboratories by investing in critical forensic software, secure digital storage, and technology training necessary to identify offenders, rescue victims, and reduce case backlogs in online child exploitation investigations. These investments will increase laboratory output, reduce evidence processing timelines, and strengthen investigative efficiency without increasing personnel costs.

Project Name: Rio Linda Sewer Relief

Project Location: Rio Linda area of unincorporated Sacramento County and is primarily north of Elkhorn Blvd, east of W 2nd street, south of U Street and west of Dry Creek Road, Rio Linda, 95673

Explanation: The Rio Linda Sewer Relief Project addresses capacity deficiencies and spills during heavy rainfall in an aging residential sewer system. The project will upsize critical sewer pipes, retire aging pump stations, and construct new gravity relief and expansion trunk pipelines to reduce surcharging and prevent spills. This project will construct approximately a half mile of the unincorporated Rio Linda West Expansion Trunk (from SacSewer’s 2020 System Capacity Plan) along W 2nd Street reducing the need to construct parallel pipes minimizing disruptions to the community and environment. The project enhances public health, infrastructure reliability, and long‑term cost. The current plan for RIO-3 is to design 8 to 33-inch 9,700 feet of gravity pipe. They will also be decommissioning 3 pump stations.

Project Name: Grant Line Road Safety and Freight Mobility

Project Location: Grant Line Road from White Rock Rd to Jackson Hwy, Rancho Cordova, 95742

Requested Amount: $2,000,000

Explanation: The Project will reconstruct 3.6-miles of existing Grant Line Road into a four-lane divided complete street corridor with a separated Class I bike path in the City of Rancho Cordova and Sacramento County. The project will function as a gap closure connecting existing bike and pedestrian facilities at each end of the project. The Project is a component of the 34-mile Capital SouthEast Connector (Connector), a Multimodal Corridor that is part of the National Highway System, linking Interstate 5 (I-5), State Route 99 (SR-99), and US Highway 50 (US-50). These three highways are the main arteries for carrying people and freight throughout the State. The Connector project provides parallel capacity, increasing mobility in the region and reducing congestion on these three major highways.

Project Name: Sacramento County Emergency Operations Center

Project Location: 3720 Dudley Boulevard, McClellan, CA 95652

Explanation: The County requires upgrades to the existing integrated technology supporting audio, visual, and control systems within the Emergency Operations Center (EOC). The current EOC has been in a secure, strategic location since 2008, is fully interoperable, and serves as a local integral part to a broader comprehensive state and national emergency management system. The center has undergone several updates, to include an expansion in 2018, that however, re-used a significant amount of technology as a cost-savings measure. Some of the re-used technology is 10 years old, is at end-of-life, and lacks necessary operational functionality, and the confidence thereof. Likewise, there exists potential for increased cybersecurity risks to an aged system utilizing outdated, networked, platforms and technologies. The County has recently invested $240,000 in EOC desktop and laptop computer upgrades, as well as, in the FY 2024 design, construction requirement analysis, and project scope for compliance with federal grant requirements. Finally, the EOC serves as a secondary / alternate location to the State’s Emergency Operations Center. The requested funding ($500,000) will help to upgrade outdated technologies, cover installation, and ensure training on the installed systems.

Project Name: Northgate Hexavalent Chromium Treatment

Requested Amount: $2,000,000

Explanation: Funds are being requested for the procurement and installation of advanced ion exchange treatment systems at two groundwater wells serving the Northgate 880 public water system, a non-transient, non-community system operated by the Sacramento County Water Agency serving approximately 3,000 residents and businesses through 271 service connections in a highly industrial community. In 2024, the California State Water Resources Control Board adopted a hexavalent chromium maximum contaminant level of 10 parts per billion. The Striker well already exceeds this standard with a Running Annual Average of 11 micrograms per liter, and the National well is at 8.8 micrograms per liter with concentrations increasing quarterly. Both wells also have detectable levels of PFAS. These are the two highest-producing wells in the system, providing over 2,100 gallons per minute of potable water supply and the fire flow necessary to protect the concentrated industrial operations in the Northgate area. Without treatment before the October 1, 2027 compliance deadline, one or both wells could be forced offline, severely compromising both the drinking water supply and fire suppression capacity. The total project cost is $5,100,000, with the County committing $3,100,000 (61%) in local matching funds from the Water Agency General Fund, far exceeding the 20% minimum non-federal cost share requirement.

Project Name: Sunrise Boulevard Infrastructure Improvement

Explanation: The Sunrise Boulevard Infrastructure Improvement Project is a critical infrastructure investment supporting the transformation of the former Sunrise Mall site into “Sunrise Tomorrow,” a 100-acre planned mixed-use downtown district in Citrus Heights, California. The two-part Project is comprised of 1. The Intersection Improvement, which includes the construction of a new fully signalized intersection designed to modern multimodal standards and planned Bus Rapid Transit, and 2. The Lighting Enhancement, which will upgrade an aging median lighting infrastructure with state-of-the-art, energy-efficient LED programmable lighting. Both facets of this Project will modernize this critical corridor, enhance public safety, and complement regional investment in the Sunrise Tomorrow reimagining project. Also, the Intersection Improvement facet will improve connectivity between the Sunrise Tomorrow redevelopment area and the adjacent MarketPlace at Birdcage commercial center.

The project will significantly enhance visibility, improve rider safety, deter crime, and strengthen overall station security. Modern LED systems will also reduce long term energy consumption and maintenance costs, ensuring that limited public resources are used efficiently.

These centers are built to promote long term change and provide one on one services including job search support, career coaching, education and training referrals, and financial aid guidance, helping parents connect employment and education opportunities to family-sustaining wages—strengthening both household stability and the local workforce a national priority.

These infrastructure improvements will ensure residents’ continued access to clean water, strengthen system resiliency, and avoid costly main failures, catastrophic service disruptions, and emergency mobilizations.

Project Name: Kings Way Dental Capacity Expansion

The project is an appropriate use of taxpayer funds because it strengthens community-based preventive and restorative dental care for Medi-Cal and underserved residents, reducing care delays and helping avoid higher-cost emergency department utilization for preventable dental conditions. This investment expands long-term safety-net capacity without creating new recurring federal operating obligations.
