Project Name: Ranney Collector Well Screens Replacement Project

Requested Amount: $3,500,000
Explanation: Carmichael Water District is requesting $3.5 million in federal assistance to help fund the replacement of aging well screens on its Ranney Collectors, which provide critical water supply for over 86,000 residents in the Sacramento metropolitan area. The well screens, located on the Lower American River (a designated Wild and Scenic River), were originally installed in the 1950s and are now over 70 years old, made of carbon steel and significantly degraded. These screens allow for natural filtration and prevent aquatic organisms from entering the water system, ensuring both water quality and ecosystem protection.

Explanation: The funding would be used to acquire a micro computed-tomography (CT) system that will support advanced research in infectious diseases and oncology at The Jackson Laboratory’s Sacramento facility. This system is essential for non-invasive, longitudinal imaging of patient-derived xenograft (PDX) tumors in mouse models, which are vital for evaluating potential therapeutics and medical countermeasures. The micro-CT will enable researchers to track tumor progression and response to treatments in real time and enhance understanding of how infectious diseases affect human tissues. This project is an appropriate use of taxpayer funds because it supports cutting-edge biomedical research that strengthens national preparedness for pandemics and accelerates development of lifesaving therapeutics through innovative and scalable preclinical models.

Project Name: Sacramento County Emergency Operations Center Project

Requested Amount: $990,000
Explanation: Sacramento County is requesting $990,000 to upgrade outdated and end-of-life technology in its Emergency Operations Center (EOC), including integrated audio, visual, and control systems. The EOC, operational since 2008 and expanded in 2018, serves both as the County’s primary emergency coordination hub and a designated secondary site for the California State Emergency Operations Center. The requested funds will help modernize critical systems, address cybersecurity risks, and enhance operational capabilities amid a rising number of emergency events such as wildfires and floods. The County has already invested $240,000 in EOC hardware upgrades and project scoping, with a total project cost of $1.32 million. This is an appropriate use of taxpayer funds because it strengthens regional and state emergency preparedness infrastructure and ensures continued support for over 1.5 million residents in a high-risk, high-impact area. The project has a federal nexus under section 614 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

Explanation: Sacramento County is requesting $2 million to complete construction of the Arden Way Well, a new groundwater source capable of delivering 2,000 gallons per minute of potable water to the Arden Park Vista distribution system. This project will improve water pressure reliability, ensure compliance with firefighting water demand standards, and provide redundancy for aging infrastructure. The project directly serves a disadvantaged community and addresses critical infrastructure needs related to drought resilience and wildfire response. The County has committed $862,900 in local funds (from the Sacramento County Water Agency General Fund) toward the total $2.86 million project cost.

Requested Amount: $800,000
Explanation: The funding would support a comprehensive technology upgrade for the Sacramento Internet Crimes Against Children (ICAC) Task Force, which serves 30 California counties. The request includes purchasing a secure evidence server, forensic software licenses, updated forensic computers, and training for forensic examiners. These investments are critical to processing the growing volume and complexity of digital evidence in child exploitation cases. As the prevalence of online child sexual abuse has increased dramatically, so too has the demand on law enforcement. This project is an appropriate use of taxpayer funds because it directly supports the identification and rescue of child victims, equips law enforcement to detect AI-generated child sexual abuse material, and enhances the effectiveness and reach of a major California ICAC task force in protecting children from online predators.
