Explanation: The City of Rancho Cordova requests $1,800,000 in federal funding through the Highway Infrastructure Program to support construction and construction management of the Rossmoor Bar Trail Enhancements Project. Explanation: Funds are being requested for construction of Vision Zero safety improvements along Marysville Boulevard, a critical corridor in a disadvantaged community of Sacramento. Planned improvements include a road diet, bicycle lane gap closures, upgrading existing bike lanes to protected bike lanes, sidewalk enhancements, pavement repair, signal upgrades, a new pedestrian signal, and signing and striping improvements. These upgrades address longstanding transportation safety challenges and will reduce the high number of severe and fatal crashes involving drivers, bicyclists, and pedestrians. The project area is home to predominantly low-income residents with among the lowest life expectancy and highest asthma prevalence in California.

Located on a 13-acre site with a 129,491 sq ft industrial building near major unsanctioned encampments, the facility will offer 189 sleeping cabins, safe parking for 50 vehicles, weather respite accommodations, and essential supportive services including meals, case management, job readiness, healthcare, and security. Approved by the County Board of Supervisors in 2022, this project aligns with HUD’s Economic Development Initiative, addressing both the immediate shelter needs of unhoused residents and the broader health and safety of the community. Construction is underway with completion expected in early 2026 and occupancy beginning in spring 2026. Sacramento County will provide ongoing operational support.

Explanation: The funding would support a comprehensive technology upgrade for the Sacramento Internet Crimes Against Children (ICAC) Task Force, which serves 30 California counties. The request includes purchasing a secure evidence server, forensic software licenses, updated forensic computers, and training for forensic examiners. These investments are critical to processing the growing volume and complexity of digital evidence in child exploitation cases. As the prevalence of online child sexual abuse has increased dramatically, so too has the demand on law enforcement. This project is an appropriate use of taxpayer funds because it directly supports the identification and rescue of child victims, equips law enforcement to detect AI-generated child sexual abuse material, and enhances the effectiveness and reach of a major California ICAC task force in protecting children from online predators.
